APS Science Policy Update

October 28, 2005

In this issue:

  • Senate passes Labor-HHS-Ed Appropriations bill
  • Grant security breached at NIH
  • FASEB Washington Update

Senate Passes Labor-HHS-Education Appropriations Bill On October 27, 2005, the Senate passed the Labor, Health and Human Services, Education appropriations bill, which includes funding for NIH. While funding was extremely tight, several amendments were added, including one that targets nearly $8 billion for pandemic flu preparedness. In this bill, the NIH is funded at a level of $29.4 billion. However, the Senate used budget gimmicks that the members of the House have indicated they are unwilling to accept. Members of Congress will meet in the coming weeks to reconcile the two versions of the bill. http://www.kaisernetwork.org/daily_reports/rep_index.cfm?DR_ID=33388

Breach of Grant Security at NIH Science magazine reports this week on the unintentional posting of NIH grant applications on the internet, including some with large amounts of unpublished data. It is unclear how the security breach occurred, and this incident raises questions about NIH's plans to move peer review of grants into an electronic-based format. Dr. Antonio Scarpa, an APS member and head of the Center for Scientific Review at NIH, will be talking to the APS strategic planning retreat on Monday, October 31, 2005. http://www.sciencemag.org/cgi/content/full/310/5748/598
