APS Science Policy Update
November 20, 2006
In this issue:
- Mid-term elections: what do the results mean for science?
- NIH to allow multiple PIs on research grants
- FY 2007 Appropriations
- Weigh in on R01 grant length
Mid-term elections: what do the shifting political winds mean for the research community?
The House and Senate reconvened last week for a brief lame duck session before the Thanksgiving holiday. They will reconvene in December for the remainder of the legislative session, during which time key decisions will be made, including who will chair important committees in both chambers. In the meantime, speculation is rampant concerning how turnover of Congress will affect the biomedical research community. Science magazine has a series of articles in the current issue that review the changes. For more information, see: http://www.sciencemag.org/cgi/content/full/314/5802/1060
NIH to allow multiple principle investigators on research grants
In this week’s guide to
grants and contracts, NIH announces it will allow multiple PIs on
research grants beginning in February 2007. The APS submitted
comments in support of the policy in its earliest stages. For more
information, see:

FY 2007 Appropriations
While the election of
Congressional leadership was the main focus of last week’s session,
a number of bills are pending in the current Congress, including FY
2007 appropriations measures. Congress passed a second continuing
resolution before leaving town that extends funding at current
levels through December 8. FASEB’s Washington Update contains the
latest information on those and other pending bills:

Weigh in on R01 grant length
As the Center for
Scientific Review continues to work on reshaping the grant review
process, they have issued a request for information (RFI) on
proposed changes to grant length. The RFI is targeted to those who
submit and review NIH grants and provides an opportunity to have
input into the NIH process.

Zerhouni speaks out on budget issues
In this week’s issue of Science, NIH director
Dr. Elias Zerhouni published an article entitled “NIH in the
Post-doubling Era: Realities and Strategies.” The article addresses
dropping success rates for research grants, as well as concerns
about how NIH is spending its money.
