Senate passes $7 billion addition to budget; House fails to reach agreement before recess In a major victory for the biomedical research community, on March 16 the Senate passed an amendment to the FY 2007 budget resolution that added $7 billion targeted for Labor, Health and Human Services, and Education programs. While the House of Representatives has not yet passed a budget resolution, addition of the funds by the Senate was a crucial first step. Despite the fact that an increase for the NIH budget is not secured by passage of the amendment, without the additional funds it is extremely unlikely that the agency could receive any additional funds during the appropriations process. In an extraordinary show of support from the scientific community, more than 8400 letters were sent to the Senate in response to the FASEB action alert.

A flurry of activity last week in the House of Representatives centered on amendments proposed by moderate Republicans seeking additional dollars for critical programs, including biomedical research. While leadership in the House is reluctant to increase spending, moderate Republicans have threatened to vote against the budget resolution unless the additional funds are included. The measure will be taken up again when the House reconvenes on April 25.
