16(+1) States that Prohibit Shelter to Research Release

A ban on Class “B” Dealers as a source of research animals would do the most damage to research in the states listed below. These states prohibit pounds and shelters from releasing unwanted animals to medical research, making Class “B” dealers the only source for non-purpose bred animals.
