Is this kind of communication considered lobbying?
The definition of lobbying is generally considered to be communications intended to influence specific legislation. It is important to note that it is against the law to use federal resources to lobby, so for example, using your computer at work to write a letter to your Congressman asking them to oppose a piece of legislation may be illegal if your computer was paid for with federal grants. Likewise, if the federal government pays for you to come to Washington, DC to work on a study section at NIH, it may be inappropriate for you to lobby on the same trip. However, as a private citizen on your own time, you always have the right to reach out to your legislators and make your views known. If you have specific questions about lobbying regulations, contact your university's government relations or public affairs office to learn more.
